Secure your land allocation in following easy steps:

Step 1:  Complete and submit your application with the payment of ₦10,000.00 application fee;
Step 2:  Approval of application and receipt of Offer Letter with a bill for Commitment Fee of ₦1.5million;
Step 3:  Payment of ₦1.5million Commitment Fee;
Step 4:  Online selection of preferred plot of land in GRA;
Step 5:  Receipt of OYSG premium bill for the reserved plot;
Step 6:  Payment of OYSG premium bill within 30 days of the bill date. The land also reserved only for 30days;
Step 7:  Receipt of OYSG Letter of Allocation;
Step 8:  Issuance of C of O within 14 days of allocation letter.

Home Owner Charter is a scheme of the Oyo State Government on residential landed properties. The aim of the government is to allow home owners regularize the legal status and documentation of their properties whilst providing enumeration data for proper planning, provision of roads, schools, hospitals and other essential services by the State Government.

Under the scheme, owners of eligible properties built without title or required approval in Oyo State will be given a window of opportunity to obtain a Certificate of Occupancy. All penalties and fines have been waived, documentation requirements relaxed and fees discounted to enable as many residents as possible to benefit.

  • You become a land owner in a very serene and secured environment within Oyo State.
  • Proper title document is given without stress.
  • GRA lands are free from all kinds of dispute.
  • Access to basic infrastructure within the GRA such as good road network, potable water supply, proper sewage system, health care facilities etc.
  • Access to recreational facilities and malls for everyday use.
  • It’s a very valuable asset which can be used for various transactions e.g Collateral for loans, resale etc.
  • Availability of prompt emergency response.

  • You can pick up an application form at Room 4, Ministry of Lands, Housing & Urban Development, State Secretariat, Agodi, Ibadan.
  • You can also apply online at www.lands.oyostate.gov.ng
  • 2 Passport Photographs
  • Receipt of application fee of N10,000.00
  • Apply online at www.lands.oyostate.gov.ng or at Room 4, Ministry of Lands, Housing & Urban Development, State Secretariat, Agodi, Ibadan with payment of N10,000.00
  • Approval of application and payment of Commitment Fee of N1.5Million. Outright payment of total Price of Land can also be made
  • Reservation of your preferred plot via the www.lands.oyostate.gov.ng portal
  • Receipt of allocation and bill for chosen plot
  • Payment for allotted Plot
  • Collection of C of O on or before day 14 after payment confirmation

Online Payment
  1. Visit http://pay.oyostate.gov.ng on a browser or scan the QR Code displayed on your bill;
  2. If using a browser, enter your payment code once the site is active;
  3. If scanning the QR Code on your bill, validate that Payment Code is same as on your bill;
  4. Enter your name, email address and phone number;
  5. Confirm the details displayed are for your bill and proceed to make payment using any of the below payment channels:

    Card Payment:
    1. Select your preferred provider and the type of card you want to use for payment. Master card, Visa & Verve cards are all accepted.
    2. Enter relevant details from your card.
    3. Follow online instructions to complete payment.
Bank Transfer:
  1. Once you select the bank transfer option, the platform will generate a dedicated OYSG Wema Bank account number linked to your LUC bill for payment.
  2. Use your bank app and transfer the amount to be paid to the generated OYSG Wema Bank account number.
  3. A notification of payment will be sent to you once payment is received.
