Frequently Asked Questions

C of O Redefined is an Oyo State Government initiative to enable all property owners (Commercial, Residential, Agricultural, Industrial and Virgin lands) get their title document within a short period of time. The aim of the government is to allow property owners regularize the legal status and documentation of their properties whilst providing enumeration data for proper planning, provision of roads, schools, hospitals and other essential services by the State Government.

Under the scheme, owners of eligible properties without title or required approval in Oyo State will be given a window of opportunity to obtain Certificate of Occupancy or other title documents. All penalties and fines have been waived, documentation requirements relaxed and fees discounted to enable as many properties as possible to benefit from the project.

Records have shown that majority of landed properties in Oyo State have no registered title, exposing such property holders to many risks such as defective transfer to heirs as well as encroachment.

Also, the absence of perfected title documents depresses the true value of the property thereby reducing its viability in the financial sector as a credit worthy document.

As a result of lack of proper title documents:

  • Property owners have difficulties using their properties as collateral for any financial transaction or transferring their properties to 3rd parties.
  • Most properties are undervalued and this regresses the growth of the Oyo State property market. It also prevents all stakeholders from getting the necessary information as well as reduces vibrancy in the property market.
  • There is no accurate data on the actual number of landed properties and their uses in most areas for proper planning and provision of essential social amenities by the Government.
  • Documentation which gives you title to your property.
  • You will enjoy a significant discount in the process and your records will be on the digital database for ease of confirmation and transfer.
  • The value of the property will be enhanced and it will become more marketable as buyers can confidently engage in transactions knowing that correct title documentation is available.
  • Property with correct legal status and documentation can be used as collateral for Bank loans and other business transactions.
  • Disputes over ownership will be minimized. In the event of death, heirs are sure of a valid inheritance.
  • Property related fraud and problems of Omo-Oniles/AjagunGbales would be reduced.
  • Your residential area will benefit from the Oyo State Government’s urban renewal policy through effective planning of facilities in the areas of education, health and other essential infrastructure.

Application forms are available at a fixed rate of Ten Thousand Naira (N10,000.00) payable via any of the following media or locations:

  • Ministry of Land, Housing and Urban Development and all zonal offices of the Ministry in every Local Government
  • Partner Banks such as First Bank, Sterling Bank, UBA and Wema Bank
  • Application forms can also be obtained at OYBIR Offices across the State
  • You can also apply online at http://pay.oyostate.gov.ng

It is expected that the vast majority of properties will fully qualify. However approval will not be granted to the following:

  • Properties under PHCN high tension cable
  • Houses built on designated acquisitions such as agricultural lands
  • Properties occupying the “Right-of-way” of the NNPC pipeline
  • Properties on the “Set-back” of road, water bodies and gullies
  • Properties on flood plains and or areas liable to sublease etc
  • Substandard or defective properties
  • Properties subject to legal dispute.

The program is open to all property owners (Commercial, Residential, Agricultural, Industrial and Virgin land) which include the rightful legal heir to the demised owner.

All documents relevant to the ownership of the property should be submitted. These include Land Purchase Agreements, Deed of Gift or Sublease, Payment Receipts, Registered Survey Plan, Applicant’s Passport photograph, Photograph of the Property, Affidavit (where necessary), CAC Registration Document and Company Seal/Stamp (For Commercial Properties)

  • On submission of your completed application form you will be issued a demand notice of the expected amount due for processing your application
  • After the payment of your processing fee, the State Government will publish your application in the national dailies, to ascertain that there are no objections on your property and this will last for Twenty One (21) days from the date of your publication. You will be notified of your publication day and if there is any objection to your application. If there is no objection after the publication, an inspection will be scheduled with the State’s surveyors, town planners and land officers within 7 days of expiry of the publication
  • Your C of O will then be processed for collection and you will be notified once it is ready

Yes, you can pay in a maximum of 3 installments. Initial deposit of 50% is to be made on submission of your application, 2nd installment is to be made 21days after the submission of application and the last installment is to be made upon notification that your C of O is ready for collection.

The C of O obtained under the C of O Redefined Scheme is the same as the Home Owners’ Charter C of O as well as the C of O obtained through the conventional application.

  • Visit http://pay.oyostate.gov.ng on a browser.
  • If using a browser, enter your payment code once the site is active;
  • Enter your name, email address and phone number;
  • Confirm the details displayed are for your bill and proceed to make payment using any of the below payment channels:

      Card Payment:

    • Select your preferred provider and the type of card you want to use for payment. Master card, Visa & Verve cards are all accepted.
    • Enter relevant details from your card.
    • Follow online instructions to complete payment.

      Bank Transfer:

    • Once you select the bank transfer option, the platform will generate a dedicated OYSG Wema Bank account number linked to your bill for payment.
    • Use your bank app and transfer the amount to be paid to the generated OYSG Wema Bank account number.
    • A notification of payment will be sent to you once payment is received.
